Summary

As introduced, this bill establishes procedures for resolving disputes between contractors and subcontractors of government contracts. It authorizes the District agency to resolve the matter through conference and conciliation or to investigate and issue findings and impose fines. If the investigation establishes that a contract has been materially breached and cannot be resolved through conference or conciliation, the Director shall notify all parties and appoint a neutral hearing officer.
