AN ACT CONCERNING TEACHER PREPARATION AND ALTERNATE ROUTES TO CERTIFICATION IN EARLY CHILDHOOD EDUCATION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The Department of Higher Education, in collaboration with the Department of Education, shall study issues concerning (1) teacher preparation and training requirements for faculty employed by the public institutions of higher education; (2) whether such requirements are consistent among the public institutions of higher education; (3) changes to such requirements that are necessary to ensure such faculty receive appropriate training in research-based reading instruction and in their respective subject matter areas; (4) whether such faculty are meeting the educational needs of their students; (5) the extent to which such faculty are capable of providing postsecondary remedial education; and (6) the monitoring and accountability of continuing education units. Not later than January 1, 2012, the Commissioner of Higher Education shall report on such study to the joint standing committees of the General Assembly having cognizance of matters relating to higher education and education in accordance with the provisions of section 11-4a of the general statutes.

Sec. 2. (Effective from passage) The Department of Higher Education, in collaboration with the Department of Education, shall study issues concerning alternate routes to certification in early childhood education, including the alternate route to certification in early childhood education program provided by Charter Oak State College in cooperation with various public and independent institutions of higher education, and whether any changes to such program are necessary to comply with any changes to certification requirements that are adopted by the State Board of Education. Not later than January 1, 2012, the Commissioner of Higher Education shall report on such study to the joint standing committees of the General Assembly having cognizance of matters relating to higher education and education in accordance with the provisions of section 11-4a of the general statutes.

This act shall take effect as follows and shall amend the following sections:
