AN ACT CONCERNING THE LICENSING PROCESS FOR COMMUNITY PROVIDERS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective October 1, 2014) (a) The Commissioners of Public Health, Social Services, Mental Health and Addiction Services and Children and Families shall jointly develop a plan to streamline the licensing process for community providers of health care and human services. Such plan shall include, but need not be limited to: (1) Development of a single form to be used by such community providers to apply for licensure from the Departments of Public Health, Social Services, Mental Health and Addiction Services and Children and Families; and (2) a description of a process to simplify licensing application review by said departments for such providers.

(b) Not later than January 1, 2015, the Commissioners of Public Health, Social Services, Mental Health and Addiction Services and Children and Families shall jointly report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to public health, human services and children concerning the plan developed in accordance with subsection (a) of this section.

This act shall take effect as follows and shall amend the following sections:
