AN ACT ESTABLISHING A TASK FORCE TO DEVELOP A HIGHER EDUCATION PERFORMANCE INCENTIVE PROGRAM.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That a task force be established to develop a performance funding formula pursuant to which not less than seven per cent of all state funding for public higher education is set aside to reward schools for meeting certain qualitative performance benchmarks, including, but not limited to, (1) increasing graduation rates, (2) decreasing time to graduation, (3) increasing degrees in high-demand fields, including, but not limited to, science, technology, engineering, mathematics, or high tech manufacturing, (4) increasing the number and success rates of low income and minority students, (5) increasing progression from remedial to college level courses, (6) increasing direct spending on teaching and student services, and (7) improving efficiency and reducing administrative costs, provided such benchmarks are tailored to align with the needs, goals and priorities of the various constituent units so that each public institution of higher education is judged based on criteria relevant to its students and its mission.
Statement of Purpose:
To establish a higher education performance incentive program that rewards schools for increasing student success and performance and for operating efficiently.
