AN ACT CONCERNING LONG-TERM CARE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2014) (a) The Commissioner of Social Services, in consultation with the Commissioner on Aging, shall conduct a study of long-term care needs of state residents to determine whether existing programs and strategies are sufficient to meet those needs.

(b) When conducting the study, the commissioner shall collect data that includes, but is not limited to: (1) The number of state residents sixty-five years of age or older in calendar year 2013; (2) the projected number of state residents sixty-five years of age or older in calendar year 2020; (3) the number of state residents with disabilities who required long-term care in calendar year 2013; (4) the projected number of state residents with disabilities who will require long-term care in calendar year 2020; (5) the number of residents removed from institutionalized settings to home and community-based settings for calendar years 2010 to 2013, inclusive, under the Money Follows the Person program established pursuant to section 17b-369 of the general statutes; (6) savings realized in calendar years 2010 to 2013, inclusive, in state expenditures on long-term care related to the Money Follows the Person program; and (7) the projected number of persons who shall require long-term care by the year 2020.

(c) Not later than July 1, 2015, the Commissioner of Social Services shall submit a report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to aging and human services. Such report may include recommendations for addressing identified gaps in the provision of services and improving access to such services.

This act shall take effect as follows and shall amend the following sections:
