AN ACT REQUIRING A RESULTS-BASED ACCOUNTABILITY REPORT CARD OF OUT-OF-STATE RESIDENTIAL TREATMENT OF JUVENILES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) The Commissioner of Children and Families, using the format prescribed by the results-based accountability subcommittee of the joint standing committee of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies, shall submit a results-based accountability report card of the process of placement of children in out-of-state residential facilities. Such report card shall include, but not be limited to, measures of (1) case management, (2) the cost of placement, (3) the number of children placed in such residential facilities, and (4) transition and support services and aftercare of children after leaving such residential facilities.

(b) Not later than February 1, 2011, the commissioner shall submit the report card to the select committee of the General Assembly having cognizance of matters relating to children, in accordance with the provisions of section 11-4a of the general statutes.

This act shall take effect as follows and shall amend the following sections:
