AN ACT CONCERNING CONSUMER PROTECTION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) (a) Not later than January 1, 2013, the Commissioner of Consumer Protection, in consultation with the Commissioner of Public Health, shall adopt regulations, in accordance with the provisions of chapter 54 of the general statutes, to identify certain tobacco-related substances, items and products that are dangerous or potentially dangerous to the health and well being of persons under eighteen years of age. Such regulations shall establish a list of such substances, items and products, including, but not limited to, rolling paper, smoking pipes, air-driven pipes, water pipes, smoking tubes, smoking masks and bongs.

(b) No person shall sell any substance, item or product listed in the regulations adopted pursuant to subsection (a) of this section to any person under eighteen years of age.

(c) The Commissioner of Consumer Protection shall post the regulations adopted pursuant to subsection (a) of this section on the Department of Consumer Protection's Internet web site. Said commissioner shall update such regulations annually.

(d) Any person who violates subsection (b) of this section shall be guilty of a class B misdemeanor.

This act shall take effect as follows and shall amend the following sections:
