AN ACT ELIMINATING THE SUNSET FOR THE RESIDENTIAL ENERGY CONSERVATION SERVICE PROGRAM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Section 16a-46 of the general statutes is repealed and the following is substituted in lieu thereof (Effective from passage):

[(a)] The Secretary of the Office of Policy and Management shall be responsible for the development and implementation of a residential energy conservation service program in accordance with the provisions of this section, sections 16a-46a, 16a-46b and 16a-46c and applicable federal law. Participants in the program shall provide or arrange for low cost energy audits. No participant under subdivision (1) or (3) of section 16a-45a may be required to provide such services outside its authorized service area or area of normal operation. [The residential energy conservation service program shall terminate on July 1, 2010.]

[(b) The secretary, in consultation with the Department of Public Utility Control, may adopt regulations, in accordance with chapter 54, with regard to the conduct and administration of such program. Not later than January first in 1996 and 1997, each participant shall submit a report to the secretary concerning the energy audits the participant provided or arranged for pursuant to this section. Not later than February first in 1996 and 1997, the secretary shall submit a report to the joint standing committee of the General Assembly having cognizance of matters relating to energy and technology concerning all energy audits provided or arranged for pursuant to this section.]

This act shall take effect as follows and shall amend the following sections:
