AN ACT CONCERNING SENIOR SAFETY ZONES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2012) (a) Any person, other than a resident of housing for elderly persons pursuant to section 8-114a of the general statutes or congregate housing for the elderly pursuant to section 8-119h of the general statutes, who is required to register under section 54-251, 54-252, 54-253 or 54-254 of the general statutes, shall not enter a senior center, such housing or congregate housing, except that any such person who (1) has a relative residing in such housing or congregate housing, or (2) is employed in a position that might require providing services to or in such housing or congregate housing may enter such housing or congregate housing to visit such relative or provide such services at the discretion of such person's probation or parole officer or, if such person is not on probation or parole, at the discretion of the chief of police of the police department or resident state trooper for the municipality in which such housing or congregate housing is located, and at such times and for such periods as such officer, chief or trooper may prescribe.

(b) Notwithstanding subsection (a) of this section, any person required to register under section 54-251, 54-252, 54-253 or 54-254 of the general statutes may enter a senior center for purposes of participating in an activity not sponsored or organized by the senior center, including, but not limited to, voting in a municipal, state or federal election.

This act shall take effect as follows and shall amend the following sections:
