RESOLUTION ADOPTING CONSERVATION AND DEVELOPMENT POLICIES: THE PLAN FOR CONNECTICUT, 2018-2023.

Resolved by this Assembly:

WHEREAS, the Continuing Legislative Committee on State Planning and Development is charged by chapter 297 of the general statutes with promulgating a state plan of conservation and development; and

WHEREAS, the Continuing Legislative Committee on State Planning and Development has, since 1976, overseen the process of drafting, improving, refining and revising the state plan of conservation and development which has been carried out by the Office of Policy and Management; and

WHEREAS, the Continuing Legislative Committee on State Planning and Development has held meetings and hearings and has incorporated the recommendations of municipalities and stakeholders into the plan; and

WHEREAS, the plan incorporates six growth management principles, namely (1) redevelop and revitalize regional centers and areas with existing or currently planned physical infrastructure; (2) expand housing opportunities and design choices to accommodate a variety of household types and needs; (3) concentrate development around transportation nodes and along major transportation corridors to support the viability of transportation options; (4) conserve and restore the natural environment, cultural and historical resources, and traditional rural lands; (5) protect and ensure the integrity of environmental assets critical to public health and safety; and (6) promote integrated planning across all levels of government to address issues on a state-wide, regional and local basis; and;

WHEREAS, the Continuing Legislative Committee on State Planning and Development has submitted the newly revised plan to the General Assembly with its recommendation for approval of the plan.

NOW, THEREFORE, BE IT RESOLVED, that Conservation and Development Policies: The Plan for Connecticut, 2018-2023, as reported to the General Assembly by the Continuing Legislative Committee on state Planning and Development is adopted.
