AN ACT CONCERNING OPERATION OF A TRUCK IN VIOLATION OF A TRAFFIC CONTROL REGULATION PROHIBITING THROUGH TRUCK TRAFFIC.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Section 14-314 of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2013):

(a) Any person, firm or corporation failing to comply with any order made pursuant to any provision of this chapter shall be fined not more than five thousand dollars or imprisoned not more than thirty days or both, and shall be subject to the provisions of section 14-111. [Any]

(b) Except as provided in subsection (c) of this section, any person, firm or corporation [failing] that fails to comply with any traffic control signal, sign, marking or other device placed and maintained upon the highway, or with any regulation adopted pursuant to any provision of this chapter, by the Office of the State Traffic Administration or the traffic authority of any city, town or borough shall be deemed to have committed an infraction, if no other penalty is provided by law.

(c) Any person who violates the provisions of subsection (b) of this section while operating a truck upon a highway with a traffic control signal, sign, marking or other device placed and maintained upon the highway with respect to the prohibition of through truck traffic on such highway shall be deemed to have committed an infraction, if no other penalty is provided by law, unless such person (1) has obtained a permit pursuant to section 14-270 which permits the operation of such truck on such highway, or (2) presents evidence of an origin or destination of such truck within a municipality through which such highway passes.

(d) Traveling at a greater rate of speed than is reasonable as provided in section 14-218a shall not be deemed to be a failure to comply with the provisions of this section but shall be deemed to be the commission of an infraction within the provisions of said section 14-218a.

This act shall take effect as follows and shall amend the following sections:
