AN ACT CONCERNING NURSING HOMES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2013) (a) The Commissioner of Social Services, in consultation with the Department on Aging, shall conduct a study of nursing homes to determine whether (1) there is a sufficient number of nursing homes in the state, and (2) the services offered by such nursing homes meet the need for long-term care.

(b) The study conducted pursuant to subsection (a) of this section shall include, but not be limited to, a report on: (1) Decreases or increases in total nursing home population annually for the five fiscal years, beginning with the fiscal year that commenced on July 1, 2009, (2) state budget expenditures on nursing home care in each of said fiscal years, and (3) whether any programmatic or legislative changes are needed to better serve adults in need of institutionalized care.

(c) Not later than July 1, 2014, the Commissioner of Social Services shall submit a report on the results of the study done pursuant to subsection (a) of this section, in accordance with section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to aging and human services. Such report may include the commissioner's recommendations for addressing identified gaps in the provision of services and improving access to such services.

This act shall take effect as follows and shall amend the following sections:
