AN ACT CONCERNING AN ENERGY SAVINGS PERFORMANCE CONTRACTING PROGRAM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to provide that the Energy Conservation Management Board shall establish (1) a state-wide energy savings performance contracting program under which a municipality may contract with an electric service company for energy efficiency improvements to a municipal facility in exchange for payment in an amount equal to the energy cost savings realized over a prescribed period of time, (2) a standardized contract through which a municipality and an electric service company may contract under the program, (3) qualifications for energy service companies seeking to participate in the program, and (4) the technical assistance and maintenance that an electric service company shall provide to the municipality for the duration of the contract.

Statement of Purpose:

To facilitate energy efficient and renewable energy improvements to schools and municipal facilities, without requiring up-front capital costs from a municipality, through the establishment of a state-wide energy savings performance contracting program.
