AN ACT PROVIDING A MASS TRANSPORTATION VOUCHER FOR CERTAIN SENIOR CITIZENS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2011) (a) The Commissioner of Transportation shall establish a program to provide a voucher or other document that may be used for transportation on any state-owned mass transportation, without charge. Such voucher shall be provided to any person who is a senior citizen and who donates a motor vehicle owned by such person to a qualified nonprofit organization.

(b) The commissioner shall adopt regulations, in accordance with the provisions of chapter 54 of the general statutes, to implement the provisions of this section.

This act shall take effect as follows and shall amend the following sections:

To increase highway safety, encourage mass transit and help senior citizens with their transportation costs.
