AN ACT ESTABLISHING AND FUNDING A STATE PARKS SUSTAINABILITY ACCOUNT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) There is established an account to be known as the "state parks sustainability account" which shall be a separate, nonlapsing account within the General Fund. The account shall contain any moneys required by law to be deposited in the account, including, but not limited to, federal funds, provided, notwithstanding the provisions of subsection (d) of section 22a-245a of the general statutes, not less than four million dollars of the total funds that are deposited to the General Fund in accordance with the provisions of subsection (d) of section 22a-245a of the general statutes shall be deposited in such account. Moneys in the account shall be expended by the Department of Energy and Environmental Protection for the purposes of maintaining, operating and improving the state parks that are under the care, custody and control of such department.

Sec. 2. (NEW) (Effective from passage) (a) Notwithstanding the provisions of section 9-705 of the general statutes, the amount of any grant issued pursuant to said section to the qualified candidate committee of a candidate who has a primary for nomination to any office for a primary held in 2016 and the amount of any grant issued pursuant to said section to the qualified candidate committee of any candidate who has been nominated to any office or has qualified to appear on the ballot for any office for any election held in 2016 shall be reduced by forty per cent.

(b) Notwithstanding the provisions of section 9-701 of the general statutes, from the net amount of any reductions made pursuant to subsection (a) of this section, the State Treasurer shall deposit not less than four million dollars in the state parks sustainability account established pursuant to section 1 of this act.

This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To establish a state parks sustainability account for the maintenance and operation of state parks and fund such account through the diversion of certain funds from unclaimed bottle deposit funds and a reduction of grants issued under the Citizens' Election Program.
