AN ACT CONCERNING THE ROLE, DUTIES, POWERS AND TRAINING OF HARBOR MASTERS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) (a) Not later than July 1, 2014, the Commissioner of Transportation, in consultation with the Commissioner of Energy and Environmental Protection, any harbor master appointed pursuant to section 15-1 of the general statutes, any harbor management commission established in accordance with section 22a-113k of the general statutes, any harbor board or any board of harbor commissioners, shall establish a uniform training program for harbor masters and deputy harbor masters appointed pursuant to section 15-1 of the general statutes. The curriculum for such training program shall include, but not be limited to, the following topics concerning the role, duties and powers of harbor masters:

(1) Jurisdiction over harbors and navigable waterways of the state;

(2) The safe and efficient operation of such harbors and navigable waterways;

(3) Responsibilities under any harbor management plan;

(4) The stationing of vessels riding at anchor in harbors and navigable waterways;

(5) The removal of vessels lying within navigable waters;

(6) Damage or interference with buoys, beacons, channel markers or navigational aids;

(7) Nonvoting ex-officio membership on any harbor management commission;

(8) Mooring and anchorage permitting; and

(9) Any other topics deemed necessary by the Commissioner of Transportation.

(b) Any harbor master or deputy harbor master appointed pursuant to section 15-1 of the general statutes shall complete such training program not later than one year after such appointment.

This act shall take effect as follows and shall amend the following sections:
