AN ACT CONCERNING OPERATION OF THE PERSONAL SCREENING SYSTEM AT THE LEGISLATIVE OFFICE BUILDING AND THE STATE CAPITOL AND ACCESS BY LEGISLATORS TO THE HOUSE OF REPRESENTATIVES AND SENATE CHAMBERS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to (1) prohibit operation of the personal screening system in the Legislative Office Building and at the State Capitol unless either: (A) The National Terrorism Advisory System issues an elevated threat alert, or (B) the speaker of the House of Representatives, the president pro tempore of the Senate, the majority and minority leaders of the House of Representatives and the majority and minority leaders of the Senate, after consultation with the chief of the Office of State Capitol Police, authorize, by two-thirds vote, the operation of said system on any given day and only for as long as warranted, and (2) permit each member of the House of Representatives to access the House chamber and each member of the Senate to access the Senate chamber electronically at all times by using the identification card issued to such member by the Office of State Capitol Police, except during such times as the Office of State Capitol Police restricts access to areas in the Legislative Office Building and the State Capitol due to emergency circumstances.

Statement of Purpose:

To prohibit operation of the personal screening system that was instituted in the Legislative Office Building and at the State Capitol unless certain requirements are met, and to allow legislators access to the chambers of the House of Representatives and the Senate with their identification cards.
