   Relative to Department of Defense directed budget cuts.


	LEGISLATIVE COUNSEL'S DIGEST


   SJR 28, Emmerson. Department of Defense budget cuts.
   This measure would oppose the budget presented by the United
States Air Force to the Senate and House of Representatives of the
United States.



   WHEREAS, The Military Department of the State of California and
the California Air National Guard have learned that the United States
Air Force has submitted a budget to the Senate and House of
Representatives of the United States that would place Department of
Defense directed budget cuts disproportionately on the back of the
Air National Guard of the United States and the California Air
National Guard; and
   WHEREAS, This proposed budget cut to the Air National Guard Budget
for the 2013-14 fiscal year would likely lead to the closure of a
number of Air National Guard units across the country, here in
California, and in the four United States territories and damage the
state's emergency response capabilities; and
   WHEREAS, The California Air National Guard is comprised of 5,000
plus airmen, noncommissioned officers, and officers that are highly
skilled and trained in various military disciplines who are readily
available to execute state and federal missions on a moment's notice
by our Governor and our President in his role as Commander in Chief
of the Armed Services; and
   WHEREAS, The California Air National Guard has thrived in the
fast-paced operational tempo of the past 11 years, and has
successfully completed war time and manmade or natural disaster
responses around the globe and across the state, and budget cuts that
unfairly and disproportionately impact the Air National Guard as
proposed by the United States Air Force leadership will impact state
readiness; and
   WHEREAS, The California Air National Guard would likely lose
significant numbers of its highly trained personnel if the 2013-14
fiscal year budget presented to the Senate and House of
Representatives of the United States is approved as submitted; now,
therefore, be it further
   Resolved by the Senate and the Assembly of the State of
California, jointly, That the Legislature joins the Riverside County
Board of Supervisors, the California National Guard Association, and
the National Guard Association of the United States in opposition to
the disproportional budget cuts as presented by the United States Air
Force as they adversely impact the California Military Department
and the Air National Guard and jeopardize national security and
homeland defense; and be it further
   Resolved, That the Secretary of the Senate transmit copies of this
resolution to each Senator and Representative from California in the
Congress of the United States and the author for appropriate
distribution.
