LEGISLATIVE COUNSEL'S DIGEST
The California Global Warming Solutions Act of 2006 designates the State Air Resources Board as the state agency charged with monitoring and regulating sources of emissions of greenhouse gases. The act requires the state board to consult with other states, the federal government, and other nations to identify the most effective strategies and methods to reduce greenhouse gases, manage greenhouse gas control programs, and facilitate the development of integrated and cost-effective regional, national, and international greenhouse gas reduction programs.
This bill would make technical, nonsubstantive changes to these provisions.

The people of the State of California do enact as follows:
SECTION 1.
Section 4453 of the Vehicle Code is amended to read:4453.
(a) The registration card shall contain upon its face, the date issued, the name and residence or business address or mailing address of the owner and of the legal owner, if any, the registration number assigned to the vehicle, and a description of the vehicle as complete as that required in the application for registration of the vehicle.(c)
SEC. 2.
Section 9250.3 is added to the Vehicle Code, to read:9250.3.
(a) There is hereby established the Climate Policy Rebate program. The program shall provide rebates to offset the transportation improvement fee in connection with vehicle registration fees imposed pursuant to this article and shall be credited to the registration fees for a vehicle by the department pursuant to subdivision (c). There is hereby established in the State Treasury the Climate Policy Rebate Special Fund. The moneys in the fund shall be used, upon appropriation by the Legislature, to fund the Climate Policy Rebate program.The state board shall consult with other states, the federal government, and other nations to identify the most effective strategies and methods to reduce greenhouse gases, manage greenhouse gas control programs, and facilitate the development of integrated and cost-effective regional, national, and international greenhouse gas reduction programs.
