An act to amend Section 66000 88651 of the Education Code, relating to postsecondary education. economic development.

LEGISLATIVE COUNSEL'S DIGEST

SB 317, as amended, Roth. Postsecondary education: Donahoe Higher Education Act. California Community Colleges Economic and Workforce Development Program.

Existing law establishes the California Community Colleges Economic and Workforce Development Program. Existing law provides for the awarding of grants for this program, and provides that this program shall only be implemented during fiscal years for which funds are appropriated for these purposes. Existing law repeals the program on January 1, 2018.

This bill would make the repeal date for the program January 1, 2023, thereby extending the operation of the program until that date.

Existing law, the Donahoe Higher Education Act, sets forth the missions and functions of the 4 segments comprising the state’s postsecondary education system. These segments are the University of California, administered by the Regents of the University of California, the California State University, administered by the Trustees of the California State University, the California Community Colleges, administered by the Board of Governors of the California Community Colleges, and independent institutions of higher education. Provisions of the act apply to the University of California only to the extent that the regents act, by resolution, to make the provisions applicable.

This bill would make nonsubstantive changes to the provision naming the act.

The people of the State of California do enact as follows:

SECTION 1.

 Section 88651 of the Education Code is amended to read:

88651.

 This part shall remain in effect only until January 1, 2018, 2023, and as of that date is repealed, unless a later enacted statute, that is enacted before January 1, 2018, 2023, deletes or extends that date.

SECTION 1.Section 66000 of the Education Code is amended to read:

66000.

This part shall be known, and may be cited, as the Donahoe Higher Education Act.
