An act to add Chapter 11.5 (commencing with Section 11050) to Part 7 of Division 1 of Title 1 of the Education Code, relating to education finance.

Existing
(1) Existing law establishes a system of public elementary and secondary schools in this state and authorizes local educational agencies throughout the state to operate schools and provide instruction to pupils in kindergarten and grades 1 to 12, inclusive. The California Constitution establishes specified formulas for computing the minimum amount of revenues the state is required to appropriate for the support of school districts and community college districts in each fiscal year.
Existing law also establishes a system of postsecondary education in this state that includes the California Community Colleges, the California State University, the University of California, and independent institutions of higher education.
This bill would express the intent of the Legislature to enact legislation that would increase overall state funding for elementary and secondary education to support hiring more teachers in the state’s public schools. establish the iSTEAM Pilot Program as a 3-year pilot program, commencing with the 2020–21 fiscal year, administered by the Anaheim Union High School District in coordination with the North Orange Community College District, the Coast Community College District, the Rancho Santiago Community College District, and the
University of California, Irvine. The program, upon the enactment of an appropriation for its purposes, would invest $300,000 each fiscal year, for a total investment of $900,000 during the program, to fund up to 100 students who will serve as interns at community colleges or 4-year institutions of higher education. The bill would require these students to have completed career technical education pathways as high school pupils.
The bill would require the Anaheim Union High School District to select the students who receive internships under the program in accordance with procedures and criteria it develops in consultation with the participating institutions of higher education, as specified. The bill would require the Anaheim Union High School District to submit, on or before November 30, 2022, a report relating to the effectiveness of the program to the
chairpersons of the education policy committees of the Assembly and the Senate.
The operation of these provisions would be contingent upon the enactment, in the Budget Act or in another statute, of an appropriation to the State Department of Education for allocation to the Anaheim Union High School District for purposes of the pilot program.
To the extent that this bill would impose new duties on the Anaheim Union High School District and the affected community college districts, it would constitute a state-mandated local program.
(2) The
California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

The people of the State of California do enact as follows:
SECTION 1.
(a) The Legislature finds and declares both of the following:(1) The state does not currently have an educational model that includes real-world human resource leaders in the design of work-based cohorts of students who begin as high school pupils and continue into postsecondary education.
(2) The Anaheim Union High School District is one of the state’s leaders in providing a well-rounded learning experience for its pupils and equipping them with the skills necessary to succeed, and the Anaheim Union Educational Pledge is California’s first proven articulated K–16 education initiative focusing on the work-based skills of collaboration, communication, creativity, critical thinking, and character.
(b) Therefore, it is the intent of the Legislature to establish a pilot program with a well-rounded student-centered approach that highlights social and artistic values as well as solid subject material, and builds upon the existing college, corporate, and high school relationships established through the Anaheim Union Educational Pledge.
SEC. 2.
Chapter 11.5 (commencing with Section 11050) is added to Part 7 of Division 1 of Title 1 of the Education Code, to read:CHAPTER 11.5. iSteam Pilot Program
11050.
(a) The iSTEAM Pilot Program is hereby established as a three-year pilot program, commencing with the 2020–21 fiscal year, to be administered by the Anaheim Union High School District in coordination with the North Orange Community College District, the Coast Community College District, the Rancho Santiago Community College District, and the University of California, Irvine. The Anaheim Union High School District shall designate on administrator to oversee and ensure successful collaborative implementation of the program.(b) The program, upon the enactment of an appropriation for these purposes as referenced in Section 11052, shall invest three hundred thousand dollars ($300,000) each fiscal year, for a total investment of nine hundred
thousand dollars ($900,000) during the program. The program shall fund up to 100 students who will serve as interns at community colleges or four-year institutions of higher education. These students will have completed career technical education pathways as high school pupils.

(a) The Anaheim Union High School District shall select the students who receive internships under the program in accordance with procedures and criteria it develops in consultation with the participating institutions of higher education. These procedures shall include, but not necessarily be limited to, the submission and review of applications by interested pupils or students and interviews of the applicants by appropriate personnel of the Anaheim Union High School District and the participating institutions of higher education.(b) The Anaheim Union High School District shall submit a written report, including its findings and recommendations relating to the effectiveness of the program, to the chairpersons of the education policy
committees of the Assembly and the Senate. This report shall be submitted no later than November 30, 2022, and shall comply with Section 9795 of the Government Code.

The operation of this chapter is contingent upon the enactment, in the Budget Act or in another statute, of an appropriation to the State Department of Education for allocation to the Anaheim Union High School District for purposes of this chapter.SEC. 3.
If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.It is the intent of the Legislature to enact legislation that would increase overall state funding for elementary and secondary education to support hiring more teachers in the state’s public schools.
