This bill would express the intent of the Legislature to enact legislation that would create the Office of
Healthy and Safe Communities, under the direction of either the newly appointed surgeon general for this state or the Governor, to provide a comprehensive violence prevention strategy and to promote and expand the use of, and access to, programs for Californians who are exposed to, involved with, or at risk for involvement in violence. The bill would also express the intent of the Legislature to enact legislation that would direct this office to consolidate and administer various violence prevention grant programs and promote the creation of alternatives to incarceration.

The people of the State of California do enact as follows:
SECTION 1.
Chapter 9.8 (commencing with Section 8780) is added to Division 1 of Title 2 of the Government Code, to read:CHAPTER 9.8. Office of Healthy and Safe Communities
8780.
It is the intent of the Legislature in enacting this chapter to create the Office of Healthy and Safe Communities, under the direction of the California Surgeon General and the Governor, to provide a comprehensive violence prevention strategy and to promote and expand the use of, and access to, community-based programs for Californians who are exposed to, involved with, or at risk for involvement in violence. It is the further intent of the Legislature to direct this office to consolidate and administer various violence prevention grant programs and promote the creation of alternatives to incarceration.8781.
(a) There is hereby created the Office of Healthy and Safe Communities (OHSC). The California Surgeon General shall oversee the OHSC.8782.
The Director of the OHSC shall establish an advisory committee to inform and guide the execution of the duties of the OHSC. The advisory committee shall be selected by the President pro Tempore of the Senate and the Speaker of the Assembly and shall reflect the diversity of California and the complexity of violence. The advisory committee shall be comprised of the following persons:SEC. 2.
The sum of six million dollars ($6,000,000) is hereby appropriated from the General Fund for the 2019–20 fiscal year for the purposes of Chapter 9.8 (commencing with Section 8780) of Division 1 of Title 2 of the Government Code.It is the intent of the Legislature to enact legislation that would create the Office of Healthy and Safe Communities, under the direction of either the newly appointed surgeon general for this state or the Governor, to provide a comprehensive violence prevention strategy to reduce incidents of violence in this state and to promote and expand the use of, and access to, healing-centered, culturally based, and culturally relevant programs for Californians who are exposed to, involved with, or at risk for involvement in violence. It is the further intent of the Legislature to enact legislation that would direct this office to consolidate and administer various violence prevention grant programs and promote the creation of alternatives to incarceration for people involved in street violence and the
underground economy, while ensuring that strategies to address the role of trauma and the legacy of sexism, racism, and colonialism are integral parts of that comprehensive violence prevention strategy.
