LEGISLATIVE COUNSEL'S DIGEST
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions
establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

The people of the State of California do enact as follows:
SECTION 1.
Section 39518 is added to the Health and Safety Code, to read:39518.
(a) The state board shall appoint a dedicated ombudsman to respond to requests for data and analyses that are not readily available to the public.SEC. 2.
Section 39619.10 is added to the Health and Safety Code, to read:(a)The state board shall annually hold one or more public hearings in conjunction, singularly or in combination, with all of the following districts:
(1)The bay district.
(2)The south coast district.
(3)The Imperial Valley Air Pollution Control District.
(4)The Sacramento district.
(5)The San Joaquin Valley Unified Air Pollution Control District.
(b)The state board and all of the

Section 39720 of the Health and Safety Code is amended to read:39720.
(a) Notwithstanding Section 10231.5 of the Government Code, the Department of Finance shall submit an annual report to the appropriate committees of the Legislature on the status of projects funded pursuant to this part and their outcomes.If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.
