An act to add Chapter 3.9 (commencing with Section 44790) to Part 25 of Division 3 of Title 2 of the Education Code, relating to school employees.

AB 2906, as introduced, Cristina Garcia. School employees: internship programs and third-party organizations.

Existing law establishes a system of public elementary and secondary schools in this state and authorizes local educational agencies, including school districts, throughout the state to operate schools and provide instruction to pupils in kindergarten and grades 1 to 12, inclusive.

This bill would require a local educational agency to post on its internet website certain information about teachers and paraprofessionals working in a classroom setting who were placed as part of a teacher internship program or by a third-party organization in a school for which the local educational agency receives specified federal funding. By requiring local educational agencies to post specified information on their internet websites, the bill would impose a state-mandated local program.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

The people of the State of California do enact as follows:

SECTION 1.

Chapter 3.9 (commencing with Section 44790) is added to Part 25 of Division 3 of Title 2 of the Education Code, to read:

CHAPTER 3.9. Reporting on School Employees from Internship Programs and Third-party Organizations

44790.

(a) A local educational agency shall post on its internet website all of the following information about teachers and paraprofessionals working in a classroom setting who were placed as part of a teacher internship program or by a third-party organization in a school for which the local educational agency receives funding pursuant to Title I of the federal Elementary and Secondary Act of 1965 (20 U.S.C. Sec. 6301 et seq.):

(1) The hours of training provided to the teachers or paraprofessionals as part of the teacher internship program or by the third-party organization.

(2) The amount of teacher coaching or mentorship provided by the local educational agency.

(3) The pathway for teachers to become fully credentialed.

(4) The demographics, including race, ethnicity, and gender, of the teachers or paraprofessionals.

(b) For purposes of this section, “local educational agency” means a school district, county office of education, or charter school.

SEC. 2.

If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.
