   An act  to add Article 8 (commencing with Section 60130) to
Chapter 1 of Part 33 of Division 4 of Title 2 of the Education Code,
 relating to school finance.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 2319, as amended, Bonilla. School finance:  innovation,
training, and technology block grant.   Innovation,
Training, and Common Core Implementation Fund.  
   Existing law requires the Academic Content Standards Commission to
develop, and the State Board of Education to adopt or reject,
academic content standards in language arts and mathematics that are
internationally benchmarked and built toward college and career
readiness by high school graduation, and requires at least 85% of
these standards to be the common core academic content standards
developed by the Common Core State Standards Initiative consortium or
any association or related interstate collaboration, except as
specified.  
   This bill would establish the Innovation, Training, and Common
Core Implementation Fund Act, to be implemented if funds are received
in the annual Budget Act or another statute, as specified. The bill
would require the Superintendent of Public Instruction to allocate
funds for the 2014-15 fiscal year to local educational agencies for
specified purposes relating to the integration of common core
academic content standards in schools, including, among others, the
professional development of teachers, administrators, and
paraprofessional educators. The bill would require a local
educational agency that receives funds to meet specified
requirements, including reporting detailed expenditure information to
the State Department of Education, and would require the department
to summarize and submit the information to the appropriate budget
subcommittees and policy committees of the Legislature on or before
July 3, 2016.  
   Existing law establishes a public school financing system that
requires state funding for county superintendent of schools, school
districts, and charter schools to be calculated pursuant to a local
control funding formula, as specified. Existing law also establishes
various educational programs for which funding is provided for
specific educational purposes.  
   This bill would express the Legislature's intent to enact
legislation that would create an innovation, training, and technology
block grant that would authorize a school district, county office of
education, or charter school, for the 2014-15 fiscal year, to expend
block grant funds for specified purposes, including, among others,
professional development for teachers, administrators, and
paraprofessional educators that is aligned with the common core
academic content standards.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    Article 8 (commencing with Section
60130) is added to Chapter 1 of Part 33 of Division 4 of Title 2 of
the   Education Code   , to read:  

      Article 8.  Innovation, Training, and Common Core
Implementation Fund


   60130.  This article shall be known, and may be cited, as the
Innovation, Training, and Common Core Implementation Fund Act.
   60131.  (a) For purposes of implementing the common core academic
content standards adopted pursuant to Sections 60605.8, 60605.85, as
that section read on June 30, 2014, and 60811.3, as that section read
on June 30, 2013, there is hereby established the Innovation,
Training, and Common Core Implementation Fund. It is the intent of
the Legislature that local educational agencies use funds allocated
pursuant to subdivision (b) to support the integration of common core
academic content standards in instruction for kindergarten and
grades 1 to 12, inclusive, for purposes of establishing quality
instructional programs for all pupils.
   (b) For the 2014-15 fiscal year, subject to subdivision (d), the
Superintendent shall allocate funds to local educational agencies on
the basis of prior year enrollment. The allocated funds shall be
available for encumbrance through the 2015-16 fiscal year.
   (c) A local educational agency shall expend funds allocated
pursuant to this section for any of the following purposes:
   (1) Professional development for teachers, administrators, and
paraprofessional educators that is aligned to the common core
academic content standards adopted as specified in subdivision (a).
   (2) Integration of the common core academic content standards
through technology-based instruction for purposes of improving the
academic performance of pupils, including, but not limited to,
administering computer-based assessments.
   (3) Infrastructure upgrades to increase Internet bandwidth.
   (4) Science, technology, engineering, arts, and mathematics
(STEAM) programs.
   (5) Career technical education.
   (6) Instructional materials aligned to the common core academic
content standards adopted pursuant to Sections 60605.8, 60605.85, as
that section read on June 30, 2014, and 60811.3, as that section read
on June 30, 2013, including, but not limited to, supplemental
instructional materials as provided in Sections 60605.86, 60605.87,
and 60605.88, as those sections read on June 30, 2014.
   (d) As a condition of receiving funds allocated pursuant to this
section, the governing board or body of the local educational agency
shall do both of the following:
   (1) Develop and adopt a plan delineating how funds allocated
pursuant to this section shall be spent. The plan shall be explained
in a regularly scheduled public meeting of the governing board or
body of the local educational agency before its adoption in a
subsequent regularly scheduled public meeting.
   (2) On or before January 1, 2016, report detailed expenditure
information to the department, including, but not limited to,
specific purchases made and the number of teachers, administrators,
or paraprofessional educators that received professional development.
The department shall determine the format for this report.
   (e) The department shall summarize the information reported
pursuant to paragraph (2) of subdivision (d) and shall submit the
summary to the appropriate budget subcommittees and policy committees
of the Legislature on or before July 3, 2016.
   (f) The requirement for submitting a report imposed under
subdivision (e) is inoperative on January 1, 2019, pursuant to
Section 10231.5 of the Government Code.
   60132.  For purposes of this article, "local educational agency"
means a school district, county office of education, or charter
school.
   60133.  This article shall not be implemented unless funding is
provided for the Innovation, Training, and Common Core Implementation
Fund in the annual Budget Act or another statute.  
  SECTION 1.    It is the intent of the Legislature
to enact legislation that would create an innovation, training, and
technology block grant that would, for the 2014-15 fiscal year,
authorize a school district, county office of education, or charter
school to expend block grant funds for any of the following purposes:

   (a) Professional development for teachers, administrators, and
paraprofessional educators that is aligned with the common core
academic content standards.
   (b) Technology, hardware, or software.
   (c) Science, Technology, Engineering, and Mathematics (STEM)
programs.
   (d) Career technical education.
