AB 2152, as introduced, McCarty. California State University: University of California: graduation requirements: service learning pilot program.
The Donahoe Higher Education Act sets forth the missions and functions of California’s public segments of higher education and their respective institutions of higher education. The California State University, under the administration of the Trustees of the California State University, and the University of California, under the administration of the Regents of the University of California, are 2 of the segments. Provisions of the act apply to the University of California only to the extent that the Regents of the University of California act, by appropriate resolution, to make them applicable.
This bill, which would be applicable to the University of California only if the Regents of the University of California adopt an appropriate resolution, commencing with the 2026–27 academic year, would require each California State University and University of California campus to provide on its internet website information on service learning programs and opportunities for undergraduate students. The bill, commencing with students graduating in the 2033–34 academic year, would require the California State University and the University of California, for at least 3 campuses each, as specified, to adopt a pilot program making the completion of a service learning program a graduation requirement.
This bill would require, by February 1, 2036, the Legislative Analyst’s Office to review and submit a report to the Assembly Committee on Higher Education, the Senate Committee on Education, and the respective education finance budget subcommittees of the Assembly and the Senate on the pilot program, as specified. The bill would require the Legislative Analyst’s Office to make the report publicly available and require the California State University and the University of California to consider the report.

The people of the State of California do enact as follows:


SECTION 1.

 Section 66014.7 is added to the Education Code, to read:

66014.7.
 (a) As used in this section, the following definitions apply:
(1) “Postsecondary educational institution” means a campus of the California State University or the University of California.
(2) “Service learning” means an educational approach that intentionally combines meaningful community service activities with instruction and reflection to support student progress toward academic and civic engagement learning objectives while meeting societal needs.
(b) Commencing with the 2026–27 academic year, each postsecondary educational institution shall, on its internet website, provide information on service learning programs and opportunities for undergraduate students.
(c) Commencing with students graduating in the 2033–34 academic year, the California State University and the University of California, for at least three campuses each, shall, as a pilot program, adopt the completion of a service learning program as an undergraduate graduation requirement. The California State University and the University of California shall not increase the total number of units required to graduate from their universities with a baccalaureate degree by the enforcement of this requirement.
(1) California State University, Sacramento; California State University, Fresno; and California State University, San Diego shall participate in the pilot program for the California State University.
(2) The California State University may include additional campuses in the pilot program.
(3) The University of California shall determine, in consultation with the Legislature, which campuses participate in the pilot program.
(4) The University of California may include additional campuses in the pilot program.
(d) The graduation requirement described in subdivision (c) shall not apply to a postbaccalaureate student who is enrolled in a baccalaureate degree program at a one of the participating campuses if the student has satisfied either of the following:
(1) Completion of a baccalaureate degree from a higher education institution accredited by a regional accrediting agency.
(2) Completion of a service learning requirement at a higher education institution accredited by a regional accrediting agency.
(e) The pilot program at each participating campus may be based, in full or in part, on the Service Learning Institute at California State University, Monterey Bay.
(f) (1) By February 1, 2036, the Legislative Analyst’s Office shall review and submit a report to the Assembly Committee on Higher Education, the Senate Committee on Education, and the respective education finance budget subcommittees of the Assembly and the Senate on the pilot program. The report shall include recommendations on whether and how the pilot program should be extended or expanded. The recommendations shall take into consideration relevant information including, but not limited to, the following:
(A) Effects on student academic and civic engagement.
(B) Effects on campus graduation rates.
(C) Campus success in meeting the timeline prescribed in subdivision (c) and, if any campus was unsuccessful, what challenges prevented the campus from successful implementation.
(2) The Legislative Analyst’s Office shall make the report publicly available.
(3) The California State University and the University of California shall consider the report.
