LEGISLATIVE COUNSEL'S DIGEST
This bill would state the intent of the Legislature to enact subsequent legislation that would require the California State University to designate a trauma-informed crisis response team on each campus to response to noncriminal health and safety incidents and interpersonal conflicts among campus community members, as specified.

The people of the State of California do enact as follows:
SECTION 1.
The Legislature finds and declares all of the following:SEC. 2.
Section 89562 is added to the Education Code, to read:89562.
(a) On or before July 1, 2023, the Chancellor of the California State University shall convene a stakeholder workgroup that includes, but is not limited to, a representative from all of the following stakeholders:It is the intent of the Legislature to enact subsequent legislation that would require the California State University to do all of the following:
(a)Designate a trauma-informed crisis response team on each campus to respond to noncriminal health and safety incidents, including, but not limited to, classroom disruptions, and interpersonal conflicts among campus community members.
(b)Establish the crisis response teams as separate from campus police departments or local law enforcement.
(c)Train the crisis response teams
in dispute resolution and restorative justice.
(d)Require the crisis response teams to regularly report to the California Faculty Association chapter at each campus.
