An act to amend Section 8280 of the Government Code, relating to state government. An act to add Article 6.5 (commencing with Section 53123) to Chapter 1 of Part 1 of Division 2 of Title 5 of the Government Code, relating to emergency services.

AB 1988, as amended, Bauer-Kahan. California Law Revision Commission: Committee on Revision of the Penal Code. 9-8-8 mental health crisis hotline system.
Existing law, the Warren-911-Emergency Assistance Act, requires every local public agency, as defined, to have an emergency communication system and requires the digits “911” to be the primary emergency telephone number within the system.
Existing federal law, the National Suicide Hotline Designation Act of 2020, designates the 3-digit telephone number “988” as the universal number within the United States for the purpose of the national suicide prevention and mental health crisis hotline system operating through the National Suicide Prevention Lifeline maintained by the Assistant Secretary for Mental Health and Substance Abuse and the Veterans Crisis Line maintained by the Secretary of Veterans Affairs.
This bill would establish the 9-8-8 mental health crisis hotline system in state government and would require the Office of Emergency Services to implement, oversee, and enforce the emergency communications system components and operations of the 9-8-8 system.

Existing law establishes the California Law Revision Commission to, among other things, examine the law for defects or anachronisms in the law and recommend changes in the law to modify or eliminate antiquated or inequitable rules of law. Existing law establishes within the commission the Committee on Revision of the Penal Code to achieve prescribed objectives.

This bill would make a nonsubstantive change to those provisions.

The people of the State of California do enact as follows:


SECTION 1.

 Article 6.5 (commencing with Section 53123) is added to Chapter 1 of Part 1 of Division 2 of Title 5 of the Government Code, to read:
Article  6.5. Miles Hall Mental Health and Suicide Prevention Lifeline

53123.
 (a) The 9-8-8 mental health crisis hotline system is hereby established in state government and may be referred to as the Miles Hall Mental Health and Suicide Prevention Lifeline.
(b) The Office of Emergency Services shall implement, oversee, and enforce the emergency communications system components and operations of the 9-8-8 system.

SECTION 1.Section 8280 of the Government Code is amended to read:
8280.

(a)There is created in the State Government the California Law Revision Commission.

(b)There exists within the California Law Revision Commission the Committee on Revision of the Penal Code.

(c)For purposes of this article, the following terms have the following meanings:

(1)“Commission” means the California Law Revision Commission.

(2)“Committee” means the Committee on Revision of the Penal Code, unless otherwise specified.
