An act to add Article 6.5 (commencing with Section 53123) to Chapter 1 of Part 1 of Division 2 of Title 5 amend Section 53100 of the Government Code, relating to emergency services.

Existing law, the Warren-911-Emergency Assistance Act, requires every local public agency, as defined, to have an emergency communication system and requires the digits “911” to be the primary emergency telephone number within the system.
Existing federal law, the National Suicide Hotline Designation Act of 2020, designates the 3-digit telephone number “988” as the universal number within the United States for the purpose of the national suicide prevention and mental health crisis hotline system operating through the National Suicide Prevention Lifeline maintained by the Assistant Secretary for Mental Health and Substance Abuse and the Veterans Crisis Line maintained by the Secretary of Veterans Affairs.
This bill would establish the 9-8-8 mental health crisis hotline system in state government and would require the Office of Emergency Services to implement, oversee, and enforce the emergency communications system components and operations of the 9-8-8 system. change the name of the Warren-911-Emergency Assistance Act to the Warren-911-Emergency Assistance Act and Miles Hall-988-Mental Health and Suicide Prevention Lifeline.

The people of the State of California do enact as follows:


SECTION 1.

 Section 53100 of the Government Code is amended to read:

53100.
 (a) This article shall be known and may be cited as the Warren-911-Emergency Assistance Act. Act and Miles Hall-988-Mental Health and Suicide Prevention Lifeline.
(b) The Legislature hereby finds and declares that it is in the public interest to shorten the time required for a citizen to request and receive emergency aid. There currently exist thousands of different emergency phone numbers throughout the state, and present telephone exchange boundaries and central office service areas do not necessarily correspond to public safety and political boundaries. Provision of a single, primary three-digit emergency number through which emergency services can be quickly and efficiently obtained would provide a significant contribution to law enforcement and other public service efforts by making it less difficult to quickly notify public safety personnel. Such a simplified means of procuring emergency services will result in the saving of life, a reduction in the destruction of property, quicker apprehension of criminals, and ultimately the saving of money. The Legislature further finds and declares that the establishment of a uniform, statewide emergency number is a matter of statewide concern and interest to all inhabitants and citizens of this state. It is the purpose of this act to establish the number “911” as the primary emergency telephone number for use in this state and to encourage units of local government and combinations of such units to develop and improve emergency communication procedures and facilities in such a manner as to be able to quickly respond to any person calling the telephone number “911” seeking police, fire, medical, rescue, and other emergency services.

SECTION 1.Article 6.5 (commencing with Section 53123) is added to Chapter 1 of Part 1 of Division 2 of Title 5 of the Government Code, to read:
6.5.Miles Hall Mental Health and Suicide Prevention Lifeline
53123.

(a)The 9-8-8 mental health crisis hotline system is hereby established in state government and may be referred to as the Miles Hall Mental Health and Suicide Prevention Lifeline.

(b)The Office of Emergency Services shall implement, oversee, and enforce the emergency communications system components and operations of the 9-8-8 system.
