Existing law authorizes a library district to be organized and authorizes the library district to establish, equip, and maintain a public library for the dissemination of knowledge of the arts, sciences, and general literature. Existing law provides that a library may include incorporated or unincorporated territory or both in any one or more counties, as provided. Existing law establishes in the State Department of Education a division known as the California State Library. Existing law declares that the public library is a supplement to the formal system of free public education, a source of information and inspiration to persons of all ages, and a resource for continuing education and reeducation beyond the years of
formal education, and as such deserves adequate financial support from government at all levels.
SECTION 1. Article 5 (commencing with Section 18035) is added to Chapter 1.5 of Part 11 of Division 1 of Title 1 of the Education Code , to read: 5. Student Summer Meal Program 18035.
The sum of one million dollars ($1,000,000) is hereby appropriated from the General Fund to the State Department of Education for purposes of the creation of a summer meal program in district libraries, established pursuant to Section 18035 of the Education Code. California State Library to support the Lunch at the Library Program.

An act to add Article 5 (commencing with Section 18035) to Chapter 1.5 of Part 11 of Division 1 of Title 1 of the Education Code, relating to libraries, and making an appropriation therefor.

This bill would require the department to develop a grant program to distribute funds to a library district, for purposes of operating a summer meal program for students who reside in a low-income community, as defined. The bill would appropriate $1,000,000 from the General Fund to the department for these purposes. California State Library to support the Lunch at the Library Program.

The people of the State of California do enact as follows:
(a)The department shall develop a grant program to distribute funds, upon appropriation by the Legislature, to a library district, formed pursuant to Chapter 8 (commencing with Section 19400), for purposes of establishing a summer meal program.
(b)A library district operating a summer meal program described in subdivision (a) shall provide students who reside in a low-income community, as defined in paragraph (2) of subdivision (d) of Section 39713 of the Health and Safety Code, with meals during the summer months.
