An act to add Article 5 (commencing with Section 18035) to Chapter 1.5 of Part 11 of Division 1 of Title 1 of the Education Code, relating to libraries, and making an appropriation therefor.

AB 1663, as introduced, Luz Rivas. District libraries: summer meals program.
Existing law authorizes a library district to be organized and authorizes the library district to establish, equip, and maintain a public library for the dissemination of knowledge of the arts, sciences, and general literature. Existing law provides that a library may include incorporated or unincorporated territory or both in any one or more counties, as provided. Existing law establishes in the State Department of Education a division known as the California State Library.
This bill would require the department to develop a grant program to distribute funds to a library district, for purposes of operating a summer meal program for students who reside in a low-income community, as defined. The bill would appropriate $1,000,000 from the General Fund to the department for these purposes.

The people of the State of California do enact as follows:


SECTION 1.

 Article 5 (commencing with Section 18035) is added to Chapter 1.5 of Part 11 of Division 1 of Title 1 of the Education Code, to read:
Article  5. Student Summer Meal Program

18035.
 (a) The department shall develop a grant program to distribute funds, upon appropriation by the Legislature, to a library district, formed pursuant to Chapter 8 (commencing with Section 19400), for purposes of establishing a summer meal program.
(b) A library district operating a summer meal program described in subdivision (a) shall provide students who reside in a low-income community, as defined in paragraph (2) of subdivision (d) of Section 39713 of the Health and Safety Code, with meals during the summer months.

SEC. 2.

 The sum of one million dollars ($1,000,000) is hereby appropriated from the General Fund to the State Department of Education for purposes of the creation of a summer meal program in district libraries, established pursuant to Section 18035 of the Education Code.
