LEGISLATIVE COUNSEL'S DIGEST AB 1518, as amended, Anderson. State government: boards, commissions, committees:repealreport . Existing law authorizes the creation of various state boards, commissions, and committees. This bill would requirethat all statutorily created state boards, commissions, and committees that have not met or had a quorum at any of their regular meetings since January 1, 2008, be repealed on January 1, 2011. This bill would not apply to a state board, commission, or committee if the agency secretary, under whose authority it functions, issues an order describing which state boards, commissions, or committees under his or her authority are actively meeting or have a functioning membership.the Department of Finance, on or before July 1, 2011, to send a report to 2 specific legislative committees that identifies every state board, commission, and committee created by statute that the department determines to be either inactive or obsolete with respect to the reason for which it was established. Vote: majority. Appropriation: no. Fiscal committee:noyes . State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. On or before July 1, 2011, the Department of Finance shall send a report to the Assembly Committee on Business and Professions and the Senate Committee on Business, Professions and Economic Development that identifies every state board, commission, and committee created by statute that the department determines to be either inactive or obsolete with respect to the reason for which it was established.SECTION 1.Chapter 1.2 (commencing with Section 8020) is added to Division 1 of Title 2 of the Government Code, to read: CHAPTER 1.2. AGENCIES, BOARDS, AND COMMISSIONS REPEAL 8020. (a) All statutorily created state boards, commissions, and committees that have not met or had a quorum at any of their regular meetings since January 1, 2008, shall be repealed on January 1, 2011. (b) This section shall not apply to a state board, commission, or committee if the agency secretary, under whose authority the state board, commission, or committee functions, issues an order that states of which state boards, commissions, or committees under his or her authority are actively meeting or have a functioning membership. This order shall be transmitted to all of the following: (1) The Chief Clerk of the Assembly. (2) The Secretary of the Senate. (3) The Chairperson of the Assembly Committee on Business and Professions. (4) The Chairperson of the Senate Committee on Business, Professions and Economic Development.
