SENATE CONCURRENT RESOLUTION 1020

 

 

 

A CONCURRENT RESOLUTION

 

encourages the support of animal control agencies in reducing the homeless animal population through spaying, neutering and no-kill facilities.

Whereas, pets enrich, enhance and bring joy to our lives; and

Whereas, there is an overpopulation of animals in this state that are seeking a home with adequate care and a safe environment; and

Whereas, many cannot afford to spay or neuter their pets; and

Whereas, the spaying and neutering of animals fund was established pursuant to section 28-2422.02, Arizona Revised Statutes, to reduce pet overpopulation by sterilizing, at minimal or no cost, dogs and cats in the state; and

Whereas, there has already been a strong effort in this state's private sector for the reduction and advocacy of this state's animals; and

Whereas, the spaying and neutering of animals special plates issued pursuant to section 28-2422, Arizona Revised Statutes, allows drivers in this state to display their support for the proper treatment of animals; and,

Whereas, there are many animal control agencies and shelters in this state that work tirelessly with volunteers and support from their communities and still do not have the additional resources to meet the needs of homeless animals;

Therefore

Be it resolved by the Senate of the State of Arizona, the House of Representatives concurring:

1.  That the members of the forty-ninth legislature support the efforts of the spaying and neutering of animals fund and its work to raise funds for low cost spay and neuter services.

2.  That county, city and town pounds or shelters should take any necessary steps toward becoming a "no-kill" facility by 2020.

3.  That in all of these efforts the idea or possibility of inmate labor will be strongly considered and ultimately used in any way possible to assist in the implementation of this resolution.

4.  That the Secretary of State transmit copies of this Resolution to the chairman of the board of supervisors from each county in this state and to the county supervisors association in this state.
