SENATE BILL 1530

 

 

AN ACT

 

amending laws 2018, chapter 230, section 1; relating to the towing safety task force.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Laws 2018, chapter 230, section 1 is amended to read:

Section 1.  Towing safety task force; membership; duties; report; delayed repeal

A.  The towing safety task force is established consisting of the following members:

1.  Two members of the house of representatives who are appointed by the speaker of the house of representatives and who are members of different political parties.  The speaker of the house of representatives shall designate one of these members to serve as chairperson of the task force.

2.  Two members of the senate who are appointed by the president of the senate and who are members of different political parties.  The president of the senate shall designate one of these members to serve as vice chairperson of the task force.

3.  The director of the department of public safety or the director's designee.

4.  Two members who represent the towing industry, one of whom is appointed by the speaker of the house of representatives and one of whom is appointed by the president of the senate.

5.  One member who represents a local law enforcement agency who is appointed by the speaker of the house of representatives.

6.  One at-large member who is appointed by the president of the senate.

B.  The task force shall:

1.  Review the safety efficacy of existing towing laws.

2.  Receive data, reports and testimony regarding towing and roadside safety.

3.  Recommend driver education measures to improve driver awareness of existing laws and promote driving habits that emphasize roadside safety.

4.  Recommend policy proposals to improve towing safety in this state.

5.  Engage in any other related duties as determined by the task force members.

6.  Submit a final report of its findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives on or before December 31, 2018 and December 1, 2019 and shall provide a copy of this report to the secretary of state.

C.  The task force may hold hearings, conduct fact-finding tours and take testimony from witnesses who may assist the task force in fulfilling its responsibilities. All hearings of the task force shall be open to the public.

D.  The legislature shall provide staff and support services to the task force.

E.  Task force members are not eligible to receive compensation.

F.  This section is repealed from and after September 30, 2019 December 31, 2019.
