AN ACT
Amending title 1, chapter 6, article 1, Arizona Revised Statutes, by adding sections 1-603 and 1-604; relating to parents' rights.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 1, chapter 6, article 1, Arizona Revised Statutes, is amended by adding sections 1-603 and 1-604, to read:
1-603. Parents' bill of rights; violation; classification
A person who violates this chapter is guilty of a class 2 misdemeanor.
1-604. Legal standing; parental enforcement; school districts and charter schools; civil penalty
A. a parent or legal guardian of a minor child shall have legal standing to sue any person who violates the parent's or legal guardian's rights under this chapter.
B. If a school district or charter school is alleged to have violated this chapter:
1. The attorney general or the county attorney for the county in which the alleged violation of this chapter occurred may initiate a suit in the superior court in the county in which the school district or charter school is located for the purpose of enforcing this chapter.
2. For each violation of this chapter, the court may impose a civil penalty of not more than $5,000 on the school district or charter school where the violation occurred.
