A CONCURRENT RESOLUTION
Proposing an amendment to the Constitution of Arizona; amending article IX, Constitution of Arizona, by adding section 25; relating to state expenditures.

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:
1. Article IX, Constitution of Arizona, is proposed to be amended by adding section 25 as follows if approved by the voters and on proclamation of the Governor:
Vote requirement on initiatives and referenda proposing increasing state expenditures
25.Section 25. A. Notwithstanding article IV, part 1, section 1 and article XXI, any initiative or referendum measure or proposed amendment to the constitution that is submitted to a vote of the qualified electors of this state and that provides for a net increase in state expenditures is effective only on the affirmative vote of at least two‑thirds of the qualified electors voting on the measure or proposed amendment.
B. The legislature shall designate as otherwise provided by law the office, agency or committee whose duties shall include issuing a determination of whether a measure or proposed amendment provides for a net increase in state expenditures.
2. The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
