AN ACT
appropriating
monies to the department of administration.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Appropriations; department of administration; state employee salary increases; report; intent
A. The sum of $167,659,000 is appropriated from the state general fund in fiscal year 2020-2021 and the sum of $79,338,000 is appropriated from other funds in fiscal year 2020-2021 to the department of administration for state employee salary increases.
B. State employees who did not receive a salary increase pursuant to Laws 2019, chapter 263, section 172 shall receive the following salary increases for fiscal year 2020-2021:
1. A ten percent increase if the employee's annual salary is less than $70,000 per year on June 30, 2020.
2. A five percent increase if the employee's annual salary is at least $70,000 per year on June 30, 2020.
C. The joint legislative budget committee staff shall determine and the department of administration shall allocate to each agency or department an amount for the salary increases. The joint legislative budget committee staff shall also determine and the department of administration shall allocate adjustments, as necessary, in expenditure authority to implement the salary increases. For each university, the state general fund must also provide the share of the adjustment that would otherwise be paid for by appropriated tuition monies based on the overall allocation of state general fund and appropriated tuition monies.
D. On or before September 1, 2020, the department of administration shall submit a report to the staff of the joint legislative budget committee detailing the actual implemented salary increases by agency or department and position.
E. The legislature intends that the amounts for
state employee salary increases appropriated pursuant to subsection A of this
section be offset by repealing the tax credits for private school tuition
organizations for individuals, corporations and insurers prescribed in titles
20 and 43, Arizona Revised Statutes.
