AN ACT
amending title 9, chapter 4, article 8, Arizona Revised Statutes, by adding section 9‑500.34; amending title 11, chapter 2, article 4, Arizona Revised Statutes, by adding section 11‑269.13; amending title 48, chapter 5, article 1, Arizona Revised Statutes, by adding section 48‑823; relating to payroll deductions.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 9, chapter 4, article 8, Arizona Revised Statutes, is amended by adding section 9-500.34, to read:
9-500.34. Vote to authorize payroll deductions; union dues
By December 31, 2015, each city and town council shall vote on whether to authorize payroll deductions to be made from the salaries or wages of the employees of the city or town for payment of dues in a recognized union composed principally of employees and former employees of the city or town. If the council fails to vote on the issue of payroll deductions for union dues, beginning on December 31, 2015, the city or town may not withhold or divert any portion of an employee's salary or wages for payment of dues in a recognized union.
Sec. 2. Title 11, chapter 2, article 4, Arizona Revised Statutes, is amended by adding section 11-269.13, to read:
11-269.13. Vote to authorize payroll deductions; union dues
By December 31, 2015, each county board of supervisors shall vote on whether to authorize payroll deductions to be made from the salaries or wages of the employees of the county for payment of dues in a recognized union composed principally of employees and former employees of the county. If the board fails to vote on the issue of payroll deductions for union dues, beginning on December 31, 2015, the county board of supervisors may not withhold or divert any portion of an employee's salary or wages for payment of dues in a recognized union.
Sec. 3. Title 48, chapter 5, article 1, Arizona Revised Statutes, is amended by adding section 48-823, to read:
48-823. Vote to authorize payroll deductions; union dues
By December 31, 2015, each fire district board shall vote on whether to authorize payroll deductions to be made from the salaries or wages of the employees of the fire district for payment of dues in a recognized union composed principally of employees and former employees of the fire district. If the board fails to vote on the issue of payroll deductions for union dues, beginning on December 31, 2015, the board may not withhold or divert any portion of an employee's salary or wages for payment of dues in a recognized union.
