An Act
amending title 41, chapter 4, article 7, Arizona Revised Statutes, by adding section 41-795; relating to the management of state properties.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 41, chapter 4, article 7, Arizona Revised Statutes, is amended by adding section 41-795, to read:
41-795. State property; grass lawns; exception
A. Beginning on the effective date of this section, the department may not install natural grass on the grounds of any state property except to replace existing natural grass for recreational use or install new natural grass for recreational use.
B. The department shall remove any natural grass on the grounds of all state property and shall replace the natural grass with artificial turf or xeriscape.
C. Except for the lawns on Wesley Bolin plaza, this section does not apply to state property that is the responsibility of legislative council under section 41-1304.05.
Sec. 2. Legislative intent
The legislature intends to reduce its water consumption by replacing natural grass lawns on state property with artificial turf or xeriscape and encourages political subdivisions in this state to convert natural grass lawns to artificial turf or xeriscape.
