AN ACT

 

TRANSFERRING MONIES TO PROVIDE CUSTODIAL SERVICES IN STATE BUILDINGS; making appropriations.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Custodial and janitorial services; transfer; budget units; appropriations; taxpayer enforcement

A.  Notwithstanding any other law, for fiscal year 2011-2012, the department of administration shall transfer all monies it receives from any source for the purpose of providing custodial and janitorial services for state owned and state leased buildings to each budget unit occupying a state owned or state leased building.  The department shall determine the amount of each transfer based on the proportional square footage of state owned or state leased space occupied by each budget unit.

B.  The amounts transferred pursuant to subsection A are appropriated to each budget unit in fiscal year 2011-2012 for the purpose of hiring current or former state employees to provide custodial and janitorial services in state owned or state leased buildings.

C.  On or before the fifteenth of each month, the department of administration shall submit a report to the director of the joint legislative budget committee on the amounts transferred pursuant to subsection A during the prior month.

D.  Notwithstanding any other law, a taxpayer may bring a special action in any court of competent jurisdiction to enforce this section.
