AN ACT

 

establishing the joint legislative study committee on school district funding.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Joint legislative study committee on school district funding; membership; duties; report; delayed repeal

A.  The joint legislative study committee on school district funding is established consisting of the following members:

1.  Two members of the house of representatives who are appointed by the speaker of the house of representatives.

2.  One member of the house of representatives who is appointed by the minority leader of the house of representatives.

3.  Two members of the senate who are appointed by the president of the senate.

4.  One member of the senate who is appointed by the minority leader of the senate.

5.  The governor or the governor's designee.

6.  The superintendent of public instruction or the superintendent's designee.

7.  An officer or employee of a school district in this state with a student count of at least three thousand who is appointed by the speaker of the house of representatives.

8.  An officer or employee of a school district in this state with a student count of less than three thousand who is appointed by the president of the senate.

9.  A member of the business community who is appointed jointly by the speaker of the house of representatives and the president of the senate.

B.  The members of the study committee shall select a chairperson of the study committee from among its membership.

C.  The committee shall:

1.  Study and make recommendations to simplify school district funding.

2.  Study and make recommendations to simplify the school district financial reporting requirements.

3.  Submit a report of the committee's findings and recommendations on or before December 15, 2015 to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.

D.  This section is repealed from and after December 31, 2015.
