"A.  The state board of education shall develop a three‑year pilot program for K‑6 technology‑based language development and literacy intervention.  The state board of education shall develop application procedures and selection criteria for school districts and charter schools that voluntarily decide to participate in the pilot program.  The state board of education shall select up to ten school districts and up to five charter schools to participate in the pilot program."
