Bill Title: Relating to a one time raise for State Troopers

Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. This piece of legislation would provide for a onetime salary increase to State Police troopers of $20,000 which would equate to a fiscal impact of $15,134,820. See Memorandum section for additional considerations.
Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The calculation is based on 618 filled Trooper positions as of February 1, 2022. It is assumed that the salary increase would only be given to those employed as of July 1, 2022. Each of these members would receive a onetime $20,000 salary increase to their current salary Agency Retirement contributions for salary increases for FY2023, Plan B Retirement, is 20% Medicare is calculated at 1.45% PEIA Reserve Transfer is 1% This $15,134,820 would become part of the budget of future fiscal years.
Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. If "onetime" is intended as a bonus rather than a true salary increase, then the fiscal note would be for a total of $12,539,220 since it would not be pensionable and PEIA Reserve Transfer would not be affected. This "bonus" increase would only be applicable to FY2023.
