Bill Title: Relating to hiring new West Virginia State Police Officers

Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. This bill provides additional salary and sign on incentive benefits to members of the WV State Police. The addition of locality pay would have a fiscal impact of approximately $184,678 in FY2025. The impact for the cadet incentive could range from $169,084 to $338,168 in FY2025, depending on the timing of the class graduation.
Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The following assumptions were made for the calculation of locality pay: - The uniformed member resides and works in the county with the elevated cost of living - The counties the calculations are based on in this fiscal note are Berkeley, Jefferson, and Morgan counties. Currently there are approximately 40 troopers who reside and work in these counties. - Should the officer transfer out of these counties, the officer's pay would return to the otherwise statutorily mandated pay The following assumptions were made for the calculation of the cadet incentives: - The assumption is made of one 50-person cadet class per fiscal year
