Bill Title: Issuing specialty motor vehicle registration plates for businesses owning a fleet of 25 or more vehicles

The purpose of this bill is to authorize the Division of Motor Vehicles to issue custom license plates bearing the logo of a business that registers a fleet of 25 or more vehicles.
The bill establishes the criteria for each business who would like to have a custom license plate must submit applications for at least twenty-five (25) registration plates. This fiscal note assumes one business will submit the minimum twenty-five (25) applications.
The Division estimates it will cost $5,750 (50 hrs. x $115/hr.) for programming the cash register, and $3,600 (40 hrs. x $90/hr.) for mainframe programming. Registration plates of this nature cost approximately $7 per plate. Based upon one company submitting the minimum required applications, total cost of registration plates would be $175 (25 x $7). Total Current expense would be $9,525 ($3,600 + $5,750 + $175).
The Division will need one additional employee to manage the program. The market rate salary for a CSR position is $35,371 per year. Benefits will be approximately 50% of salary which is $17,686 ($35,371 X 50%). Total personal services of $53,057 ($35,371+$17,686).
The Bill establishes a one-time fee of $75 per plate for a total initial application fee of $1,875 ($75 x 25). The bill also establishes an annual fee of $25 per plate for a total annual fee of $625 ($25 x 25). Total revenue generated first year would be $2,500 ($1,875 + $625).
