The Rape Survivor Child Custody Act of 2015 (42 USC 14043h, et. seq.) provides incentives for states that have or enact statutes terminating the parental rights of a rapist; therefore, the purpose of this bill is to include children conceived as a result of a sexual assault in the definition of “abused child.”
