Summary

The purpose of this bill is to increase high-quality educational opportunities within the public school system by allowing authorized public schools and programs exceptional levels of self-direction and flexibility in exchange for exceptional levels of results-driven accountability. To accomplish this, the bill provides an infrastructure for the authorization and oversight of new start-up schools, conversions of existing schools or conversions of programs within existing schools that are accountable for student learning, operations and governance under a performance contract or charter subject to a five-year renewal, but then are exempt from the regulatory framework applicable to public schools without a charter contract. However, the bill includes a detailed and comprehensive definition of public charter schools that lists what these schools may and may not do, what rules and statutes they must abide by and how they are to be governed. The bill creates a statewide Public Charter School Oversight and Authorizer Board to develop policy, provide training, and perform oversight, administrative and reporting functions, including reporting directly to the state board. The bill requires the organizers of these charter schools must apply to the county board who may choose to be the authorizer of the school or forward the application to the statewide board for consideration and authorization.
