Summary

The purpose of this bill is to require larger municipally owned public water and wastewater utilities to pass rates to meet the same standards as utilities regulated under Chapter 24 of the Code which requires rates to be just, reasonable, applied without unjust discrimination or preference, and based primarily on the cost to provide the utility service.
