Summary

The purpose of this bill is to eliminate the State Agency for Surplus Property and split up its functions. Receipt and distribution of federal surplus will be handled by a new Office for Federal Surplus Property. The disposal of unnecessary or unused commodities will now be the responsibility of state spending units.
