Delegate Summers moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill No. 3191 -- H. B. 3191 -- “A BILL to amend and reenact §16-5B-1 of the Code of West Virginia, 1931, as amended; and to amend and reenact §27-1-6 of said code; all relating to requiring licensure for certain health facilities operated by the state and defining terms.
